wokflow dont send email

after updating vtiger to 8.3 the workflows no longer work, as far as the sending of emails is concerned, the cronjob downloads the email and opens the tickets without any problem but the notification is no longer sent to the operator and the customer, the workflow is clearly active.
It also no longer sends emails linked to the addition of comments.

Hi try manually to edit this file modules/com_vtiger_workflow/VTEmailRecipientsTemplate.inc and replace line 26 from
return array_key_exists('emailoptout', $data) && $data['emailoptout'] == 0;
to
return $data['emailoptout'] == 0;
