Unable To Create Module Through CMD

php -f vtlib/tools/console.php

- Normally when we execute the command it return/show a list of options like create module.
- In case vtiger 8.3.0 it not work for me at localhost. After command execution no menu display, it just move to next with same line in cmd.
- In case vtiger 8.2.0 it working fine.

Try to place this before the code on top:
